MXUS 3000 V2 hall stuck at 5v?

Few details about the bike:
-MXUS 3000W V2
-LYEN 18 fet controller
-20S 11aH 18650 pack

Okay so I went to repair my bike after my accident last year where the wheel fell out the dropouts...
After I put everything together and tested the throttle the wheel stuttered a few centimeters then froze.
First instinct was to swap the blue and yellow hall and phase wires which resulted in the wheel starting to spin but stuttering madly.

I then pulled out the hall tester and spun the wheel, this was the result...

I knew something was wrong with one of the halls, I pulled out my multimeter and plugged in the pack and started measuring.
Ground to power was fine, constant 4.4v..
Ground to Green was fine, flickering between 0 and 5v when wheel spun..
Ground to Blue was fine, flickering between 0 and 5v when wheel spun..
Ground to yellow wasn't fine, it stayed at a constant 5v no matter where the wheel was positioned...

Now does this mean there is a short somewhere or is the hall sensor itself just knackered?

Measure the continuity from the actual hall sensor output pin inside the motor to the connector point you measured the 5v at, with battery disconnected.

It's probably not shorted to anything or you'd read some other voltage.

The 5v itself is coming from the pullup resistors inside the controller. If the hall was working then when the magnet passes it it would turn on, shorting 5v to ground.
