PAS for older bike (KT-V12L doesn't fit?)

I am trying to refresh an old E-Moto ebike. I bought a KT-V12L PAS....

The KV-V12L has little notches in a circle that match what is around the inner edge of most pictures I have seen from bikes with their cranks removed.

On mine, however, I needed a tool like this...

... to remove the bottom bracket cover. Once that was off, I just saw a bunch of well-oiled ball bearings. I didn't open it very far so as not to let the ball bearings fall out.

Is that PAS made for newer bikes than mine?

 
Those fingers do not engage indentations in the shaft - they are friction grabbers for the smooth shaft and will fit your style BB.

Just apply some pressure while holding the inner sensor wheel (with the grabbers) and twisting the sensor wheel a bit onto the square taper. They will open up enough to slide on and allow you to position the unit very close to the BB. Don't disassemble the BB (bearings, etc.) - just remove the crank as shown in the pictures on the link your provided.
