Unknown firmware blob from an all-in-one hub kit?

Hi,
I recently picked up a "WePower BY20D" from a local seller. It's an all-in-one (excluding battery) front hub kit from a Chinese manufacturer named LVBU. I would normally steer clear, but the seller is local and offers a one-year warranty while only being $550 NZD including a bottle battery. It's my first ebike, and I quite like it, but I want to tinker a bit.

I found a binary in the bike's bluetooth app APK, which I assume is a firmware blob. I'm looking for help figuring out what device this binary is for, and a way to disassemble it. IDA Pro doesn't recognize it. Here are the first 0x240 bytes: https://i.imgur.com/cTCmDZN.png

Aside from that, given your post is pushing three years old, have you anything to add about the kit and it's foibles?

I see they're on sale in Aliexpress, and I'm looking for something cheap to convert yet another bike (I've got two TSDZ2s, A BBS02, and a no-name Chinese hub with a crappy on/off controller).
