HaRav Bentzion Mutzafi, a prominent Sephardi posek in Eretz Yisrael, explained on Sunday, 27 Sivan that due to the many tragedies that have occurred, parents should not permit their children to play on bicycles.

The rav was recently asked by a talmid, who spoke of the 7-year-old boy from a Southern Hebron Hills community, who died as a result of a bicycle accident this past erev Shabbos.

In response, Rav Mutzafi said, “It is simply awful! Who said we did not spill this blood. A day does not pass without an incident involving a bicycle.”

At the end of his response, the rav told talmidim “Parents, do not give them bicycles. Have rachmanus on us”.

The psak does not make particular mention of electric bicycles and the small boy who died R”L was riding a regular, non-electric bicycle. Hence, it is believed the rav’s psak pertains to all bicycles.

HaGaon HaRav Yitzchak Zilberstein Shlita, the Rov of the Ramat Elchanan neighborhood of Bnei Brak and a member of the Degel Hatorah Moetzas Gedolei Hatorah, also released a psak. “Parents who give into children and buy them an electric bicycle are viewed as partners in murder and they will be liable for this if chalila something occurs”.

Pedestrian advocates are not happy with it. They say current regulations are enough, and they specifically don’t like the speed limit and the fact that A.B. 2989 would not prohibit e-scooters from riding on sidewalks.

“We were quite surprised that the bill included sidewalk riding, as well as an increase in speed to 20 mph. It was shocking to us,” said Cathy DeLuca of Walk San Francisco. “We are definitely strongly opposed to this change.”

Bicycle Association launches cross-departmental “industrial case” for cycling
("Cycle industry is bigger than steel industry, argues new BAGB research"):

The Bicycle Association has today unveiled new research that shows the national strategic importance of cycling, and that if the government met its own target to double cycle usage by 2025 then cycling would deliver a £10 billion boost to the economy, sustaining more than 100,000 jobs.

The cycle industry isn’t currently considered to be “strategic” by the UK government. That needs to change, argues the Bicycle Association’s new report, launched today in London’s Guildhall. The Value of the Cycling Sector to the British Economy was written by Carey Newson and Lynn Sloman of the sustainable transport consultancy Transport for the Quality of Life.

The report was unveiled before an industry panel convened at the Bicycle Association sponsored International Cycle History Conference hosted in the Guildhall by the City of London Corporation. Bicycle Association operations director Steve Garidis revealed the main findings of the report in front of industry figures such as Raleigh MD Pippa Wibberley and Moulton’s Dan Farrell.

“The UK has the opportunity to lead the world,” said Garidis.

“We can make the use of smart, clean bikes and e-cargobikes a key part of a new green transport system which can power our future economy.

Garidis wants the industrial case for cycling to lead government support for the uptake of ebikes and e-cargo bikes:

“The Office for Low Emission Vehicles does not currently recognise e-bikes as ‘low emission vehicles’. The Bicycle Association is calling for OLEV to recognise the potential of e-bikes to positively impact our transport systems, and public health, and to help ensure they are seen as a priority by including them within its definition of low emission vehicles.”

Garidis wants the government to provide financial subsidies for e-bikes.

“Providing a subsidy for e-bikes, alongside electric cars, would kick-start public awareness of e-bikes and drive their mass uptake – just as they have in the rest of Europe,” said Garidis.

Dutch Government Invests Additional 100 Million in Cycling:

THE HAGUE, the Netherlands – To promote cycling and to avoid congestion in and around cities, the Dutch Government will invest substantially in more cycling infrastructure. “Our aim is to get 200,000 people who are now commuting by car on their bike,” said Dutch State Secretary for Infrastructure and Water Management Stientje van Veldhoven yesterday.

“More than half of the employees live within 15 km of work. Thanks to the e-bike, that is a distance that can done easily. So get out of the car, on the bike, especially when the weather is nice. To promote cycling among commuters we will discuss what we offer on fiscal incentives. Today people can get a tax free allowance when they travel by car of 19 cents per kilometre. We want to offer this incentive to cyclists who commute as well.”

The 100 million euro investment by the government will be spent the next two and a half years on cycling ways (26 million euro) and parking facilities at railway stations (74 million euro). These new parking facilities will have to allow access of ‘new’ categories like speed-pedelecs and cargo bikes as well.

That said, this apparently new thing with dockless bikes and scooters does present some interesting problems since there is something of a disconnect between the owners and where these things end up when not in use.

E-bikes are defined as a “motorized bicycles,” and require registration, licensing, and insurance requirements that apply to motor vehicles under federal law. The New Jersey’s Department of Motor Vehicles, however, does not currently recognize e-bikes as vehicles with these requirements due the lack of a system in place to supply registration and licensing.

“Electric bicycles are growing in popularity,” said Vainieri Huttle (D-Bergen). “Requiring less effort than a pedal bicycle, these bikes are preferred more and more by residents and should be provided for under state law. E-bikes are great for riders with mobility concerns, bicycle delivery workers and those who are environmentally conscious and looking for an alternative mode of transportation.”

As Albany's former bicycling council member, I often left City Hall on my bike and pedaled home to Pine Hills. Many nights, given the weight of my backpack, it was too difficult to pedal uphill, so I walked to Swan Street before I started pedaling.

The New York Bicycling Coalition recently held a low-speed pedal-assist electric bicycle demonstration. These e-bikes look and function like traditional bicycles. Each bike has a small, silent electric motor that provides a boost upon request. The motor shuts off when the operator stops pedaling or if the bike reaches 20 mph.

Low-speed pedal assist e-bikes are being rolled out in bikeshare systems across the country. In New York state, pending legislation (A7791C/S6029C), which closely aligns with the New York City rules, would define and regulate pedal assist e-bikes. The state Legislature should act now so the rest of our state isn't left behind.

The last time I was in San Francisco I rented an E-bike and spent six hours zipping up and down its roller coaster-like landscape.

It was sinfully fun and shamefully easy.

Two days later, either from guilt or ego, I did the same thing on an old-fashioned two-wheeler just to prove to myself that I can still climb hills under my own pedal power.

But if I’m personally agnostic about E-bikes, they are a thing.

Some 35 million electric bikes and scooters were sold worldwide last year. Walk into most American bike shops today and you can probably buy a battery-assisted version.

But this isn’t about E-bikes.

This is about America’s urban mobility revolution.

This is about docks, dockless, “bike clutter,” the scooter “apocalypse” and other dreadful urban myths about how we get — or will be getting — around town.
