I was at a trade show yeserday and they had some of the biggest damn electric bikes I've seen. I haven't seen that size of wheel, the frame was huge, this was a way oversize beach cruiser with a hub motor. Seemed like a Honda Rebel, only thinner. I should have took a picture, I don't even remember the name.

What do you know that size?

I've seen some fat tire scooters at a beach rental place that look like this one:

No idea what the tire size is but they seemed to work OK on sand.

Damn! Now I don't have the biggest monster anymore. I guess it's time to get welding...
Not so important to have the biggest. What really matters is how long you can keep it up riding.

Just imagine how the motor and controller would heat up converting a 36'er to electric.
The widest fatties are 4.8" - 5.05 (Snow Shoe 2XL $170)
Not sure if the 5'ers got into childrens bicycles yet.
Be a neat search to find out.
Either way, its expensive, except if you want to go heavy motorcycle wheels then its reasonably priced. I got a $50 16" rim, and the tire was $40 the tube was $10. I bet they got some puncture proof tubes for an extra tenner.

I would also like to point out that 24"x4" means 27" rolling diameter.
