Wednesday, April 11: Ada County Commissioners E-bike Public Hearing

Ada County Commissioners are set to consider a proposed ordinance that will affect local e-bike users next week. The ordinance would allow e-bikes with top speeds below 20 miles per hour access to Ada County-owned sections of the Greenbelt, and restrict them from Ada County-owned trails in the Foothills and private property.

The city of Boise adopted similar rules in December 2017 that regulate e-bikes with top speeds at or below 20 miles per hour on city streets, bike lanes and the Greenbelt. No e-bikes are allowed on sidewalks or in crosswalks. Some trails in the Foothills are available to e-bike riders who have obtained permission from Parks and Rec.

Local retailers of e-bikes, however, were skeptical of the 2017 city plan at the time: Michael Miller of Boise Electric Bikes said pedal-assist technology will soon be so portable that e-bikes will be indistinguishable from rides powered by pedals alone, and such bikes are becoming more popular by the day.

"They're not going away," he said.

Regardless, whether they will be restricted is up to the ACC to decide.

Yamaha has produced electric-assist bikes since 1993. It introduced a U.S. line last fall.

Paint Creek Trail is an 8.9-mile (14.3 km) rail trail linear park in northeast Oakland County, Michigan. The course of the park generally follows Paint Creek, a stream that flows southeast towards the Clinton River.

The Paint Creek Trailways Commission discussed the use of electric bicycles (e-bikes) on the Paint Creek Trail (PCT) during a Public Hearing on March 20.

The hearing allowed the commission to gauge public comments on the use of e-bikes on the trail.

Cause for the public hearing arose from concerns over a new state law signed by Governor Synder.

Prior to Jan. 28, 2018, only non-motorized bicycles were allowed on the Paint Creek Trail.

“My guess is they will vote to continue to allow the class 1’s, as they are pedal assist and compatible with the trail. Not sure how they feel about the class 2’s. They may look at expanding their definition of ‘mobility disability’ that would cover those users who don’t fit the traditional definition, but need to use the class 2’s for other medical conditions or age-related ailments. We currently have an ‘Other Power-Driven Mobility Devices’ policy that allows for all three classes of e-bikes to be used if the user has a mobility disability. The idea would be to amend the policy to expand the definition of mobility disability,” said Myers.(Kristen Myers, trail manager)

No action was taken at the public hearing.

Even if a Trailways Commission opts out of the class 1 e-bikes, to be compliant with the American with Disabilities Act, people with mobility disabilities would still be able to use all three classes on the trails, keeping their speed no higher than 5 mph.

E-bike commuting is absolutely stellar for people who don't mind the riding position on a regular bicycle. But that's not everyone. Some folk have back problems that don't let them stretch out over handlebars for long periods. Others aren't enamored of the, ahem, intrusive shape of many bike seats.

That's what makes the Behemoth, by Day 6 Bicycles, an interesting proposition. It's a fat tire, 1000-watt mid-drive electric with up to 17.5 amp hours of 48-volt batteries and a 24 speed drivetrain.
Watt??? I'm actually sold already with rolling as recumbent with a full/high back-rest :) ... but "1000" watt motor??? Is that peak? Or continuous... Curious...

There’s one store in the area that sells the particular dog food our terrier likes, but it’s in a shopping center that’s a logistical nightmare. It involves a lot of traffic lights, waiting to make left turns, and has limited parking spots. But it does have a light pole right in front of the doorway. That’s important to me, because I know a fast backway to the store via bicycle and I can lock my bike to the pole -- all in about five minutes faster than it takes to drive a car there and park. Problem is, I usually get the semi-large bag of dog food and bring it back via a string backpack. Can’t imagine how stupid I look, and I know it feels bulky and awkward.
