Slate is a daily magazine on the web. Founded in 1996, we are a general-interest publication offering analysis and commentary about politics, news, business, technology, ebikes and culture. Slate's strong editorial voice and witty take on current events have been recognized with numerous awards, including the National Magazine Award for General Excellence Online.
Docks Off
("U.S. cities are being invaded by dock-less bike share. It’s going to be messy—and worth it."):
https://slate.com/business/2017/12/dock ... ities.html

Starts:
In March, Seattle shut down its bike-share system. The decision capped a perplexing, embarrassing saga for a major city that consistently ranks near the top for bicycle commuters per capita. Seattle’s Pronto launched in March amid bike-share systems’ ascent from urban novelty to legitimate transportation technology, one that last year served up 28 million U.S. rides in more than 50 cities. But Pronto, with its small coverage area and fleet of just 500 bikes, never outgrew its training wheels. The system underperformed even for its size, recording less than one ride per bike per day. Scapegoats included the city’s rainy weather, its hills, and its mandatory-helmet law—who carries a helmet around? Now the docks have been removed; the bikes are being sold.
... includes/ends:
“Working to protect an old business model is a dead-end street,” Dossett explained. “But we want to keep out system going until we’re really sure that what’s going to replace it is going to stick around.” Even if the free-floating bikes could rival established systems for reliability, Dossett said, he foresaw a coming use for those docks: securing and charging electric bicycles, which many bicycle professionals believe are—after dock-less bikes—the next big thing.

Amidst all the viral footages of electric scooter and bicycle riders recklessly cruising down expressways and roads, the crackdown against errant users of personal mobility devices (PMDs) continues across the country.

The Land Transport Authority (LTA) has been busy cleaning up the streets of dangerous riders, with over 480 impounded PMDs so far this year. A recent enforcement blitz along Loyang Drive even saw the confiscation of 15 e-scooters and e-bikes — a whopping volume during a single operation, for sure.

LTA added that it’s also conducted over 2,400 enforcement operations in 2017, where its Active Mobility Enforcement officers are tasked to catch PMD users found riding on the roads. E-scooters, in particular, are explicitly prohibited on the roads, but that hasn’t stopped many from doing so, judging from all the videos spreading around social media.

("Change to government aid system"):
https://www.connexionfrance.com/index.p ... ctric-bike
Now is the time to buy an electric bicycle as rules on government aid for a purchase are being changed next month.

Buyers can get up to €200 aid for a vélo à assistance électrique with prices averaging €1,000.

They should first contact their mairie to see what aid it offers – Paris offers up to €400.

With e-bikes available from €600 to €6,000 there is every type of specification available for all sizes and shapes plus different usages, from road to off-road and cross-country.

Pick a bike with the motor in the centre as it is more stable and easier to manoeuvre; as light as you can afford, and with seat height adjustment.

Normal bikes weigh 20-25kg but e-bikes (called VAE) also have a 5-6kg battery; so do not let it run flat or face a tiring pedal. To avoid theft, take out the battery and use an antivol U-lock and chain on the bike.

French Judges Probe Claims That Top Cyclists Use Tiny Hidden Motors to Cheat:
http://www.laht.com/article.asp?Article ... ryId=13002

Starts:
PARIS – Two French judges have been designated the task of opening a preliminary probe into whether top international cyclists have cheated by using tiny electric motors hidden in their bicycles, as revealed by a satirical weekly newspaper on Wednesday.

Le Canard Enchaîné said Claire Thépaut and Serge Tournaire, two financial prosecutors, were tasked with investigating the links between international cycling teams and private companies after the allegations came to light at the start of the year.

“A corrupt deal was signed at the highest level of international cycling that benefited prominent riders,” Le Canard Enchaîné said, alleging the pact had allowed for the illegal installation of hi-tech electric motors into bicycle frames used by some of the world’s top cyclists.

The judges suspected that the small motors were impossible to detect during the standard control tests conducted by the International Cyclist Union (UCI), which has carried out 50,000 such tests so far this year, 4,000 of those during the Tour de France.

WATTS UP in Oregon???

The News-Review is the daily newspaper for Douglas County, a county larger than the state of Connecticut. The county stretches from the Pacific Ocean at Reedsport very nearly to Crater Lake National Park in the Cascade Mountains. It has been called the timber capital of the world due to its vast tracts of Douglas fir and its logging industry. That has also made it the focus of environmental interest. While the timber industry has declined during the past 25 years, timber remains the principal source of income and employment. The area is diversifying with wineries and small manufacturing.
Upcoming bike and vehicle taxes receive mixed reviews from local business owners :
https://www.nrtoday.com/business/local_ ... cb8f5.html

Starts:
Colin Drake, the owner of Canyon Creek Bicycles in Roseburg, isn’t sure how his customers will react to a new bike tax set to take effect Jan. 1.

Just to be safe, he has an answer ready to go.

“As bike shops, we need to explain the benefits, and hopefully everybody will be on board,” he said. He said he hopes an extra $15 will not deter customers from buying a new bike. The $15 bike excise tax will go toward improvements for bike paths.

Drake said mountain bikers will still need to pay the tax on their new bicycles too, even if the funding doesn’t go toward trails.

“Hopefully soon we can get that money toward improving mountain bike trails,” he said.

The bike tax is a part of a $5.3 billion transportation tax and fee package passed by the 2017 Oregon Legislature. House Bill 2017 also includes a 4-cent gas tax hike, a $16 vehicle registration fee increase, 0.1 percent general payroll tax and 0.5 percent tax on new car sales. Revenue from the taxes and fees will be used to fund improvements to public transportation, roads, bicycle paths and other projects related to transportation.
... so. A "good" thing for ebikers? [Confused]

HCM City’s e-motorbike rental service raises concerns
("Experts have said that HCM City should carefully consider the proposal about introducing an e-motorbike rental scheme in the city centre."):
http://english.vietnamnet.vn/fms/societ ... cerns.html
Experts have said that HCM City should carefully consider the proposal about introducing an e-motorbike rental scheme in the city centre.

The HCM City Department of Transport has proposed the municipal authorities to permit a private company to provide the e-motorbike rental service in District 1.

Experts have said that HCM City should carefully consider the proposal about introducing an e-motorbike rental scheme in the city centre

If approved, the firm would lease 1,000 electric bikes worth USD680,000 in District 1. After three years, the plan would be expanded from District 1 to other parts of the city with 50,000 environmentally-friendly bikes.

The app will allow users to locate the closet vehicles in the district and unlock them using the QR code scanning function.
"HCM City"? "District One"?
(Wiki:)
District 1 (Quận 1) is the central urban district of Ho Chi Minh City, the largest city in Vietnam. With a total area of 7.7211 km2 (2.9811 sq mi) the district has a population of 204,899 people as of 2010. The district is divided into 10 small subsets which are called wards (phường). District 1 contains most of the city's administrative offices, consulates, and large buildings. District 1 is the busiest district in the city with the highest living standards. Đồng Khởi street and Nguyễn Huệ boulevard in District 1 are the city's two main commercial centers. Đồng Khởi street is an area in high demand for real estate, hitting a record price of $50,000 per square meter in 2007.
... and:
Ho Chi Minh City, also informally known by its former name as Saigon, is the largest city in Vietnam by population. It was once known as Prey Nokor (Khmer: ព្រៃនគរ) prior to annexation by the Vietnamese in the 17th century. Under the name Saigon, it was the capital of the French colony of Cochinchina and later of the independent republic of South Vietnam 1955–75. On 2 July 1976, Saigon merged with the surrounding Gia Định Province and was officially renamed Ho Chi Minh City after revolutionary leader Hồ Chí Minh (although the name Sài Gòn is still widely used).
Dr. Pham Sanh from the HCM City University of Transportation said that other countries encourage their citizens to use bicycles or go on foot to ease traffic jams. Currently, HCM City is trying to ease traffic jams for the city-centre area, so, he claimed the use of e-motorbikes would worsen the situation.
Apparently. Vietnam has a whole "University" devoted to "transportation"... Also, that "traffic jams" are a popular item in Giggle Searches for Ho Chi Minh City in Vietnam...

EU Announces Start of Anti-Subsidy Proceeding on E-Bike Imports from China:
http://www.bike-eu.com/laws-regulations ... a-10132458

Starts:
BRUSSELS, Belgium – Today the European Commission has announced in the Official Journal of the European Union an “Notice of initiation of an anti-subsidy proceeding concerning imports of electric bicycles originating in the People’s Republic of China.” This investigation into illegal subsidy schemes will run parallel with the anti-dumping investigation which was announced earlier.
Hehe... `Case some folks haven't figured this out yet... "e-bikes" are BIG news in parts of Europe.

Ends:
Investigations conclude January 2019

As said this new anti-subsidy investigation will run parallel to the one on anti-dumping. According to EU rules an anti-subsidy investigation lasts 13 months. The anti-dumping investigation must conclude after 15 months. This means that both end on 20th January, 2019. However, the statutory time schedule for dumping investigations carried out by the European Commission provides for the imposition of a provisional anti-dumping duty within nine months depending on the investigators’ finding. This means that an e-bike dumping duty could already be in place by July 2018.

Daily NK is an online newspaper focusing on issues relating to North Korea. The site is based in South Korea where it reports stories allegedly obtained from inside North Korea via a network of informants.
Bicycles still main driver of North Korean economic activity:
http://www.dailynk.com/english/read.php ... &num=14899

Starts:
Unification Media Group (UMG): With recent heavy snowfall in South Korea, buses and trains are becoming more crowded and fewer people are commuting by bicycle. Today, we are taking a closer look at bicycle use in North Korea, one of the country’s most important means of transport. We once again welcome special correspondent Kang Mi Jin to tell us more.

Kang Mi Jin (Kang): The bicycle is so critical to North Koreans - it would be very difficult for many to make a living without one. They became especially vital to life in the country after the great famine of the 1990s, as other modes of transport were too expensive and the lack of electricity made the train network unreliable.
Includes:
UMG: Even though restrictions on bicycle usage were lifted in 2012, was it still hard for people to scrape together enough money to purchase one?

Kang: Yes, but it is analogous to how South Koreans view the purchasing of a car. For people without a lot of money, a used model or lower-quality model may be an option. But even used models can be relatively expensive. Used Japanese bikes, for example, are more expensive than other models, though they remain highly popular.

Electric bicycles have also become popular in Pyongyang, giving some people the ability to reduce the extremely burdensome physical workload that is typical for North Koreans. I've been happy to learn this, knowing it can relieve some of the leg pain that comes with so much daily riding. (Daily NK has also seen evidence of electric bicycles in Chongjin: http://www.dailynk.com/english/read.php ... &num=14731)
... and:
Meanwhile in Chongjin (North Hamgyong Province), electric bicycles are being sold for 540,000-610,000 KPW ($67-$76). 'Magpie' brand bicycles produced by the Susong Political Prison Camp near Chongjin are sold there as well for 300,000-420,000 KWP ($37-$52) on the lower end, and 840,000 KPW ($105) on the higher end. The increased availability of solar panels has directly led to the greater popularity of electric bicycles, demonstrating how improvements in energy availability are having an impact on consumer habits.
Currently, per Giggle Convert, 540,000 North Korean Won (KPW) equals about 600 US Dollars...

Hehe... "extremely burdensome physical workload"...

Hundreds of Delivery Workers Rally Against de Blasio’s E-Bike Crackdown
("The workers, many of them immigrants, fear that fines and lost wages will put them out of work."):
https://nyc.streetsblog.org/2017/12/18/ ... crackdown/

Starts:
More than 200 people, mostly delivery workers, took to the steps of City Hall this morning to call on Mayor de Blasio to nix a police crackdown on electric bicycles planned to begin next month. The workers rely on e-bikes to do their jobs and worry that NYPD enforcement could put them out of work and thousands of dollars in debt.

“I ride about 60 miles per day, with a base salary of $48 per day,” said Liqiang Liu, 45, through a translator. Liu said he’s been delivering food in the city for seven years. “I cannot rest, no matter how bad the weather is or how my health suffers, so I keep delivering food on New York streets. Electric bikes are our tool for survival.”
