The electric scooters are not good. I can't even say they're fun to ride. As it stands, I don't see how any of the scooter share companies will be made to behave and innovate in a way that makes the scooters worth it in the long-term.

Okay — now that I've got all that out of the way, I'd like to back up a bit and talk about Portland, Oregon.

Portland is in the middle of a four-month trial program for electric scooters that began in late July. The three companies participating, Bird, Lime and Skip, together have just over 2,000 scooters on Portland streets. The Portland Bureau of Transportation says over 430,000 trips have been completed via scooter share since the trial's launch, accounting for over 540,000 miles traveled.1

According to Lime's calculation, a 1.7 mile trip I took on one of their scooters last month on a visit to Portland saved 695 grams of carbon dioxide. I'm guessing that's calculated relative to whatever Lime considers an "average" car to be, but trying to accurately guess at how environmentally friendly scooters are now would require robust data on how quickly these companies are scaling, the actual numbers of battery-powered scooters they're having shipped via boat from China and over land afterwards, and how many of the scooters are already ending up irreparably busted before they can even offset their own carbon sink. Here's another number for you: at the time of publication, scootersintheriverpdx.com estimates that 17 scooters have been tossed in the Willamette River.

The number of electric motorcycle companies has just grown by one. Tarform, based in New York City and Stockholm, Sweden, has announced its first model.

The bike, available for pre-order, is powered by a battery with 90 miles of range. Prices start at $18,000 for the standard model, and a Collector’s Edition is also available.

The design is a very 2018 type of technological convenience wrapped in vintage materials. The Tarform is electric and made with 3D-printed parts, but the leather seat and bronze ring around the instrument panel are clearly from the brain of a designer who likes old stuff (Taras Kravtchouk has worked for companies like Spotify, Google, and T-Mobile, and also designed mid-century furniture).

The lack of a guard for the chain makes me nervous, though. Zero’s electric motorcycles use a quiet, easy-maintenance belt drive. The bike will have connectivity features that send maintenance prompts to the owner via phone app.

The European Bicycle Manufacturers’ Association (EBMA) has withdrawn its request to the European Commission for the registration of imports.

The original request, made by the EBMA in May, meant that European importers were faced with the potential of retroactive collection of duties, between 4 May and 19 July 2018.

So what brought about the EBMA’s change of heart?

At a hearing with the European Commission, the Leva-EU-backed Collective of European Importers of Electric Bicycles presented an estimation of the injury to importers resulting from the proceeding itself.

According to the Collective’s estimates, that injury amounted to an average of €605,000 per company. Based on a conservative assumption of around 150 importing companies in Europe, that would mean that the total injury caused by the proceedings alone already amounted to more than €90 million. This amount does not include provisional duties or potential retroactive collection.

According to LEVA-EU, it is unclear whether there is a link between the Collective’s statements on injury at the hearing and EBMA’s decision to withdraw the request for registration.

In a cabinet meeting held Sunday, the Israeli government has approved a plan to increase regulation on electric bikes and e-scooters. As part of the plan, introduced earlier this month by the country’s Ministry of Transportation, people who do not have a driver’s license and have not yet passed the written test required for issuing a license, will be required to undergo a short course and successfully pass an examination to gain permits for using e-bikes and electric scooters. In an effort to increase enforcement of existing regulations, riders under the age of 16 caught using electric scooters and bikes, will have their eligibility for a driver’s license postponed by one year. The new regulations also require all electric bicycle and scooter users to wear a high visibility vest when riding at night and a helmet at all times, setting a fine of NIS 1,000 (approximately $275) for users who fail to do so. The new regulations will come into force on January 1, 2019.

As the EU searches for answers to its need for greater energy efficiency, it has announced that bicycles could be exempt from VAT in the future. If not, it could be reduced to encourage bike use. But, the news that the tax changes won’t apply to electric bicycles has upset a number of environmental organisations.

Could the EU be missing out on an opportunity? After all, in some cases, e-bikes have shown to be more effective in lowering the number of car journeys. For example, when France introduced a widespread, national scheme for e-bikes. In a follow-up survey, it was found that they had replaced around 61% of car journeys in users, compared to just 21% in those using traditional bikes.

“As a sustainable mode of transport that doesn’t emit pollution, they stand to greatly contribute to the achievement of the EU’s environmental and transport targets. The VAT proposals also threatens to undercut member state’s numerous initiatives that successfully boost e-bike usage.”

Therefore, the organisations have recommended that: “The Council to extend the exemption of bicycles from obligatory standard VAT rates to e-bikes, and create a specific category for this product. This has the potential to reduce the cost of e-bikes for customers in countries with lower income levels, and is cost-efficient, with e-bikes being projected to save 4.4 billion euros in public health and CO2 emissions reduction over the next five years.”

WBUR-FM (90.9 FM) is a public radio station located in Boston, Massachusetts, owned by Boston University. WBUR is the largest of three NPR member stations in Boston, along with WGBH and WUMB-FM. The city of Boston is mulling a spring pilot program for the kind of rentable, electric scooters that zoomed through Cambridge and Somerville over the summer, but a public hearing Monday revealed a long to-do list that must be completed before the tiny vehicles become available.

Near the top is a change to state law, which Boston transportation officials interpret as requiring turn signals and brake lights on scooters managed by companies such as Bird Rides, Lime and Lyft. Representatives of those three companies testified before the City Council's Committee on Planning, Development and Transportation. Most scooters in the companies' fleets lack the required safety features.

During a public comment period, disability rights advocate Olivia Richard said scooters could be hazardous to people in wheelchairs. And she said she’s seen many riders without helmets. And no neck braces or codpieces.

SAN FRANCISCO (KGO) -- Electric scooters are back in San Francisco, but don't expect the same freewheeling attitude from the city towards riders who zip in and out of traffic or zoom by on sidewalks.

These are just some of the rules riders must follow when they rent one of these scooters from either Scoot or Skip, the only two companies approved to deploy 1,250 scooters throughout San Francisco.

1. Riders must wear a helmet and be 18 or older.
2. Scooters are not allowed on the sidewalk.
3. Riders can use a bicycle lane or on streets without a bike lane, they must stay on the right side of the street unless they are passing or turning left.
4. Scooters must be parked upright near the curb with the front wheel facing the street.
5. Scooters should not be placed in such a way that they block a walkway.
6. Riders must take a picture at the end of their trip and upload it to the app to show that they parked the scooter correctly.
