Are BMSB's cheapo 36v 12.5ah no-brand batteries any good?

As the title goes.
Is it important to pay the (considerable)extra and go for Samsung? I'm looking at long-distance throttle-only touring at sub-15mph speeds in Europe - possibly on flat Dutch terrain but possibly not. I already own a Samsung 36v 14.5ah 09-type which I'd be taking along also.
Does the 4a charge rate BMSB recommends look sensible?
Oh, is there anything in principle wrong about mounting one battery above the bike downtube, and one below it (assuming one secured the bottom battery mount properly, and did some clever waterproofing)?

I have one of the generic "dolphin" style batteries and it's had some problems.
The Samsung cells are deffinately worth the extra money.
