It's a smoldering turd designed by someone who didn't bother to figure out how bicycles are supposed to work. You can't just leave parts out of the frame because you think it looks cool. Everything on a normal bike is there for a reason; that's why it's normal.

Oh, there is a reason why he omitted the seat tube. It is to make sure the frame does break before the wheels when you hit a pothole.
