Cant get 1800w 48v ebay brushless motor to turn on

*i am noob, only second ebike*
I recently bought a 1800w brush less motor kit off of ebay on sale for only 180$. i received the motor plugged it into my new 48v battery and nothing. i checked the throttle wires to make sure the throttle was working, got 5v on the 5v line and signal from the throttle on signal line. i made sure the power lock was shorted out and working (with it not shorted power to throttle goes away). so now i disconnected the motor and checked the hall sense wires, all at around 5v. i checked the actual power carrying wires going to the motor twisted the throttle and got a 0v reading, no power is being outputted form the controller for some reason. im not sure if i need to short out another set of wires (like the power lock) to get the motor working. ive sent the seller a message but in the meantime i just want to know if theres some noobie mistake im making and if there is some way to make it work

Perhaps check the brake signal, as this may cut off the motor via the controller when the brakes are applied. The thin yellow wire signals the brake and the accompanying thin black provides the power.
