I have a hub motor 800w 60v, Connected to a controller 1000w 60v max 28A. and max speed is 32 km/h 18 inch wheel
And I need to make it go max 25 km/h, there is some way to put a resistor on the throttle, but how to?

Some of the methods are better than others.
Using a resistor in the throttle can limit speed but it also limits max acceleration from a stop, because you can't get full throttle (thus not full power). (unless you also make a bypass switch).
Using an electronic limiter (like a Cycle Analyst v3, or whatever limitation your controller may have, activatable either by a wire pair/jumper or by programming it) would just limit the speed itself.
