Any Controllers with independent vari regen and cutoff?

I was wondering if anyone knows of any controllers out there, high power, that have both variable regen, and engine cutoff, as independent controls. So one could have ebrakes that cut power to the motor, for coasting, and then could have a secondary thumb throttle, or what not, to do regen?

I think the sabvotons might be able to do it, but the broken english is hard to read, so I can't be sure.

What models are they, or series? Are they the specific ebike controllers, or are they one of the KLS-S, KLS-D, KLS-8080I, or KLS-8080IPS ones?
