There are a number of threads discussing the idea in general, and a project thread about a trike running on them.

..Is anyone using batteries or supercaps to store small amounts of energy quickly to aid in torque fill upon acceleration?

Have you watched a F1 race in the past 5 years !

You could also argue that is exactly what many of the existing commercially available Hybrids do. EG the Volt, Lexus, etc
Their Lipo battery and Emotor will boost the acceleration of the ICE motor, and regen from braking.
Of course these hybrids can do much more than simple "torque fill" also
But i suspect you are focusing on the "Supercap" angle, it which case you migh consider the Mazda I-ELoop system which uses supercaps to store regen enegy and indirectly use it to aid acceleration ( long explanation needed ?).
You should also be aware of the supercap and Lipo systems used on the current range of F1 and LM race cars.
