Is there a low cost controller that will run this motor?
Looking for something that doesn't need factory programming or programmer.

Simple is good.

From the webpage of the motor you linked to it says:
These patented axial flux motors are designed to work with sinusoidal (sine wave) controllers such as the Sevcon Gen4.

If you're looking at a $850.- 10kW (24kW peak) motor and the price of the batteries needed to provide the power that motor can use, I wouldn't skimp on a controller. The mentioned Sevcon Gen4 that can output the power that the motor can take would be around $875.- : http://www.thunderstruck-ev.com/sevcon-g4845.html
Have you also looked at that website for motors and controllers?:

If you post a thread with details of what you hope to achieve and where it is for, more people can comment and help you in the right direction.

Just dreaming right now. Converting Gem cars to bldc or ac motors seems to be a practical option.
Yes I've looked. No transaxle motors. I think. I'll look again.
What about programming Sevcon? Is it open?
Batteries are plentiful and inexpensive when space is not an issue. I have 8kw of Volt batteries in one Gem and another set on the shelf.

The max-e from adaptto looks like a toy. Yet it's 14kw. That's 20hp?
My nev is plenty peppy with 5hp-7hp sep-ex motor.
Is an ac motor with this baby sized controller feasible.?
I like that the bms goes over 24s, letting me use lto battery.
