The first three consumer Opel Ampera-e for Norwegian customers have arrived in Norway, with these first three deliveries handed over to the owners by Opel’s Chairman and Managing Director for Norway, Bernt G. Jessen.

There are already more than 150,000 plug-in vehicles in Norway and more are on the way every day.

Wow!:
Leading up to the official start of deliveries in Norway, 4,000 people had placed deposits on the vehicle without having ever seen or driven it. While this is clearly not in the same ballpark as the estimated 400,000–500,000 reservations Tesla has secured for the Model 3 worldwide, it is a significant milestone in the country that is paving the way for electric vehicles for the rest of the world.
 
I was reading that the Tesla did unusually well in Scandinavian countries, and to be fair...some of it has to do with government subsidies. Due to the low population numbers and the enormous amount of hydro-electric, along with geo-thermal...Scandinavian countries have abundant and cheap electricity, and also a desire to avoid becoming dependent on foreign oil/gas.

Once that is factored in, the battery pack actually has to be warmed with an "on board" heating unit for the pack to work well. The battery is kept warm when charging, and when on idle in the garage. Of course, any energy used during the drive to keep the battery warm will shorten the range slightly, also heating the cabin for comfort and also to keep the windows defrosted.

That being said...nobody is complaining about how an EV starts right up in sub-zero weather, and that seem to be the most popular reason among owners to prefer an EV. I think Dean Kamens EV had an auxiliary propane heating unit that ran a small Stirling engine to harvest a small amount of electricity during the process of generating heat for the cabin/defrosting. It also provides a "limp home" mode for a dead battery.
 
I think the ampera is dead in Europe since GM sold Opel to Renault/Peugeot and they both have ther own EV- platforms.
There where already rumors that the Ampera won't be delivered...
