That sort of thing doesn't work, because just about every new member that comes along has to create their *own* threads to ask about everything, and says that all the old threads are old and they want *new* info.
One reason there are so many threads is also because most new members prefer to create a bunch of separate threads about all sorts of things for their project instead of just starting a project thread and asking questions in it, or searching for / reading existing threads (at the least looking for ones with similar titles, if nothing else, often finds info they could have used).
So over the years it has made it much harder to find the info that is already there, and members that did try to organize things gave up since no one bothers to use it.
Similarly there are several sticky index threads and FAQs and such that most never bother to read, that contain lots of nice basic info that would help, rather than having other members have to retype it over and over in each new question thread.
