Solar and wind problems in Porto Rico

I caught a glimpse of some solar panels in a dumpster along with other debris, that's a heart breaker as they sure could use them now. But, in defense of the solar concept, it's not like all the solar panels (and wind turbines) blew away, EVERYTHING blew away. One basic rule of aerodynamics, or maybe its physics (? ) is that when the wind speed doubles, the energy involved quadruples, so big difference between 50 mph winds and even 60. Not having snow loads to deal with, construction down there is also overall lighter and less substantial, that for sure din't help things.
 
Panels will always be vunerable in big storms, if not from being torn up, but certainly from damage due to flying debris.
What surprised me most, was the rotor blades snapped off the wind turbines..that ought to be avoidable, but i guess once you lose power you cannot position the blades to suit wind direction.
Did i read that there were also some turbine blades failing in Canada recently ?
