Many people seem to be hung up on the difference between what is and isn't a bicycle.

An ebike is still a bicycle if:

1) it can reasonably be ridden (albeit slowly) without the motor assisting.

2)
Does not have excessive weight. This is also class-specific, eg cargo bikes, will have their own category. But for a standard upright bicycle, 60-70 pounds is reasonable, 120+ pounds is not.

Its already illegal to violate others' rights. Laws should protect rights, not violate them.
