Translation: "We want to utilize corrupt government power to disadvantage and suppress our competitors because we don't feel we could compete in an open market".

Another possible interpretation: "We don't want the government meddling in the market and disadvantaging electric vehicles".

Either way, it's always the government that's the problem.
