I would not use that frame! The neck bars are weak looking, a ft motor would tear it apart! The diamond is kinda small and there are better choices at Wally world.
The Electra Townie is a far more proven bike than anything sold at Walmart. There's no contest. Townies get more use than most other bikes and their owners seem to like them more. They have a motorcyclish riding position that seems like a great match for an e-bike. Everything about the bike in the picture is typical of a typical non-suspension mountain bike, except the rider's posture.
I've had an Electra cruiser for fifteenish years now, and it's a little heavy but sound as can be. I'm in the process of electrifying it for a friend of mine.
