Front 24V brushed hub, rear gas drive, on-demand recharge.

The boost converter is the right idea. You might be able to find a more powerful one or use two in parallel (not sure this is possible). 5A is pretty good though.

28.0 to 28.2V sounds good. The batteries will be pretty charged by that voltage. You could run at that voltage for fairly long periods without gassing the cells. Most lead bricks will have it printed right on the battery.
 
Sorry, I have no idea how to properly define your rig. I had seen fechter call it a parallel hybrid, but when I was typing serial hybrid is what came out. Of course, being able to supply pedal power is a third leg (pun intended) of the hybrid. :D

Serial would be if the gas engine drove a generator and all the mechanical power was electric/human.

I guess it is tribrid too. With full throttle on the gas, electric, and pedaling, you should be able to accelerate pretty briskly.
