i would definitely do something about your wiring situation, and then check the batteries and make sure its not a wire preventing the even discharging of current from both packs. melty wires in the harness is not risk management and would definitely cause all sorts of anything you can imagine...

most of the stock bikes are restricted to either 250 or 750 watts unless you want something not designed as a commuter. Just my $0.02 on the situation...

although where I live in COnnecticut, usa, if i go to massachusetts they make you register anything with a motor regardless if it pedals or not, commonwealth states are greedy machines that want every dollar they can get from their people IMHO... but aside from that factor if your using the bike...
