Designing eBike frames

So i have this basic problem with parameters of the frame for eBike. There are many kinds and sizes but i would look for simple answer (know ther isn't such thing:)).
i need something between MTB and dowhill. What would be optimal parameters for 24" wheels?
At the moment i have these on my sketch:
Wheel base - 1127mm
Chain stay - 432mm
BB height - 303mm
Seat tube - 391mm (center of the BB to top of the tube)
Seat tube angle - 74
Head tube - 95mm
Head tube angle - 66
I am little familiar with bike frames and would like something build to the specs so i could ride ofroad. I would like to build it myself. Perhaps there is already a good solution that need copying?
I would like to have single speed, BB on swing arm.

I went to the bike shop and tried different mountainbikes. When you found a bike that is appropriate for you, you check the internet for frame dimensions. If these are not available, measure the wheelbase of the bike and take a picture of the bike from the sideview. Copy the image to Google sketchup or something similar. You know the wheelbase, so you scale the image to 1:1 size. Now you can measure the bike's dimensions.
