Is this a safer purchase then someone without this title?

If I buy an item that is "Fullfilled by Amazon", then is it more likely to be a genuine product (bought straight from the manufacturer or the manufacturers distributor) that Amazon decided to stock in their warehouse, and the Amazon seller puts their own price to it? Its very doubtful the Amazon seller would store his products in Amazons warehouse anyhow, and get that "Fullfilled by Amazon" statement on the item page. If its fullfilled by Amazon, then why doesnt Amazon just sell it and not use another party. Its a little confusing. All I want to know is if I buy the reinstall Vista disk/usb that no hacker-type seller put in some malicious code (key logger) or something.

I never used Vista but I have heard nothing but bad reports on it. Will Windows 7 work with your hardware? Try this:
Download Windows 7 Disc Images (ISO Files)

Can a Windows product key be used on more then one computer?
Can I use my product key on more than one computer?
Can I use my product key on more than one computer?

You can't use the same Windows product key to activate Windows 7 on more computers than the Microsoft Software License Terms allow. Usually, the license terms allow the product key to be used on only one computer.

If you use your installation disc or a USB flash drive to install Windows 7 on a second computer, you'll need to buy an additional copy of the same edition of Windows 7 to obtain a new product key. For more information, see Get a new Windows 7 product key.
When I have a product key that is not working. I call Microsoft and tell them that their software made my hard-drive smoke. The girl on the phone will help you with keys.
