Has anyone used a tester to check phase coils on Bafang BB02 with no result.

Hi, think the controller has gone on my BB02. Waiting for a new one. I thought I would test the phase coils on the motor with one of the cheap motor testers. None of the lights come on when I rotate the motor. Checked resistance of phases and they all have a same low resistance of a few ohms and no shorts.I don't understand why the tester does not pick up a signal. Is it something about the BB02 or could it be all phase wires or the core being faulty. Also checked with voltmeter and got no volts. Anyone else had this come across this? Hoping it will work when I receive my controller but puzzled why the tester does not show any lights.
 
No, though did that a few weeks ago testing a hub motor before it clicked so not a dumb question at least not for me :)
I am wondering if the Bafang BB02 motor runs at a higher speed so does not register a voltage unless turned very fast which is hard to do but would have thought that unlikely as turning probably at least normal crank speed.
