Is there a cache for external pictures on the ES server?

Yes, there is.
It's here to make sure we stop losing images to external hosts deciding to close up shop.
ES lost about 66% of it's images to image hosting sites closing up shop over a long period of time, so it's important that this feature is turned on.

The only options available in the admin control panel involves effectively turning this feature off.. which in the long run is worse.

Do try what Marty suggested and see if deleting then re-uploading the image works. If it doesn't, i need to find some kind of way to allow people to intervene.
 
Upload new image with a new file name
I don't want to upload an image, I just want to link to it, see the screenshot in #1
With a direct upload of the changed image it would work, of course.
But posting a link to an image with the same path, but updated content, we will always see the image that's in the cache of ES, not the updated one in the link.
It's OK, but of course this causes manual effort, to keep the first post of a thread with a "How to" e.g. up to date, when the documentation is done on a platform like github, that offers professional versioning. 🤷‍♂️
