Looking for 18650 (or similar) battery cells in EU - new or used

Hi!
I'm willing to build battery packs for two motor bike conversion projects.

Looking for 18650 cells or something similar. Cells can be new / reclaimed / used in good condition (appr. 95% capacity).
I need about 1200 cells.
Location: Germany / EU.
