There is significant under-reporting also. I personally knew plenty of people who didn't even bother waiting for hours for a cop to show up to write a report because everyone knew nothing would be done about it anyway.

I think underreporting works even harder in the deep sticks where there may be no local law enforcement to report to, or only one known untrustworthy officer.

Most folks I know who hate cops for good reasons will still report a crime, if only to get it on the record for insurance purposes.

You must have very specific folks in your circle. I don't know a single person who hates cops. And that's not my experience with rural areas that are covered by regional police. Just because there is no local police department that doesn't mean an officer is more than 15 minutes away. You can cover a lot of miles on open roads with lights and a siren. And regional police are generally not busy except regular patrol, so they do come out for the littlest of things. If I wanted police to show up in the city in less than an hour I'd need to tell them there is someone with a gun. In the suburbs and rural they'll show up immediately for a dead deer in the middle of the road.

I know a lot of people, and probably more of them hate cops than not because their eyes are open. It was not that way before everybody had a video camera on their person and the evidence became irrefutable. But I knew it as soon as I first witnessed police brutality when I was a child decades ago. Cops have confirmed my impression at every step along the way.

In a gigantic fraction of Texas, a tiny number of state troopers and sheriff's deputies are all the LEOs for a long way around. It's only math, when there is a very small total number of any people for a long way around.

Of course that can work in favor of ebike freedom, unless the few swine do not like you or you have the wrong complexion.

People I know have reported burglaries and been told that a cop would be there to take a report within two weeks. But I frequently see half a dozen squad cars mobbed up to deal with a drunk bum who is already cuffed. The hate is earned.
 
The same Governor that passed the law for low speed ebikes. Is the same Governor that killed the ebike as we know it. He his a spiteful Individual. I don't see how this is legal when the federal law supersedes state HR 727

HR727 is Federal requirements for US importing, manufacturing, and retail sales only. Once you purchase a 'low speed assisted bicycle' from a retailer and push it out the front door, both the bike and you (the owner), fall under State Jurisdiction. NOT Federal.
 
I've lived all over the Western half of the USA and spent a short time in the east half.
Cops range from firm but kind and very useful... to basically road pirates that whenever you see in the rear view mirror, your heart rate gets elevated because you know you probably broke some obscure law, or accidentally fell into a legal trap created by the police department to make quota.

I can see hating cops being justified in the latter area. But your mileage will vary a lot on this depending on where you live.

The question remains though, will NJ actually enforce the law? In the USA, any enforcement of ebikes going too fast is extremely sparse so far.
