Series refusing to take any charge. Are the cells damaged?

I was given a battery that I was told sat for about 4 months without charge, it's a 13s 54v nominal pack. It did not want to take any charge and voltage at the discharge side was 39.8v. I opened it up and started measuring the voltages at the balancing connector, it went;

7.44
11.24
15.01
18.70
22.50
21.00
24.60
aftet that I stopped after seeing the 21.00. All the ones before that one are about .17v of each other. I thought that 21.00 series need to be charged up so I hooked up my DC power supply and no current is being pulled, it just sits at the voltage that I set it to however if I plug it to any series before the 21.00 it takes current but any series after 21.00 it does not. This is a first for me. I did trace that 21.00 balancing wire and confirmed that it did not come loose. Also when I probe the 21.00 series or any after it with my multimeter, I can watch the voltage slowly drop the longer I hold probes to it, the series before that one don't do that. Are these just bad cells and I should drop the battery off at battery reycling?
 
Yikes. If I believe those numbers, the 7th group reversed charge, Go back and measure the groups individually, directly to each groups positive and negative sides to verify this, solely for the forum's scientific interest.

I would think the battery is toast, and needs to be moved to some place where you don't mind a fire.
