How to work the Evolve rapid charger for lithium batterys?

I no have idea how to work the rapid charger. Can You help?

The charger have two lights but every work in mode on

What is the power consumption by minute, hour? is there any way to find out?
when just loaded ?, battery charger when the fan stops making noise?

makes as much noise as the output of a nightclub, demons !!

The carbon series skate has a led in the battery box is always blinking blue, any of you could tell me if something happens in this light when the battery is fully charged?
Do you know any charger on the market with similar features not make the awful noise and have a miniscreen?

Cost 69€!!!

when the fan stops running it means your board is charged. of course it does make noise, but

The rapid charger cable is 250 13 amp, the european adapter for work is 250 10/16 amp made in china.

uncomfortable and a bit bulky

I need a european cable with fuse or pin plug with fuse for cut the cable and make one

if you didnt figure it out by now the trick to the evolve charger is you need to unplug it after every charge... completely didconnecting it from both the board and the outlet generally for at least 10 seconds till the lights fade out.
