India E-bike makers want 30% subsidy, countervailing duty to go

E-bike Trend hits Eurobike

Pro Pedelec España: Promotion Project in Baeza
June 8, 2009

LEVA member Andres Moreno Yuste reports that the Pro Pedelec Spain short description is to:

-let Spanish people try as many models as possible
-inform them about security and rules of traffic
-run a rental program in hotels for 3 and a half months and study results to offer them to new distributors
-run a publicity program using the Flexsun platform to also show new distributors or publicity agents that pedelecs are a good business.
-provide iformation about accesories like trailers, kids trailers, boxes for shopping, etc ...

Baeza is a town in Andalusia, Spain, with about 15,000 inhabitants. It is located in the province of Jaén, where Baeza and Ubeda were added to the UNESCO World Heritage Sites list in 2003. Hot summers and cold winters characterize the place just as much as people's hospitality, good food, and narrow old streets between many old buildings which let visitors feel the pulse of history.

Primary intentions:
The primary intentions will be:
· To inform the society of the different pedelecs in the market.
· To have a place to try most of them, before buying.
· Introduce the benefits and all of its features and advantages.
· To draft a continuous recruitment of new distributors.

Supprting actions include:
· Organizing guided tours, around Baeza town and the area.
· A one time per month Pedelec Information Program to schools in Baeza and Ubeda.
· Tests events one time a month in the town squares of adjacent towns.

POPULO Servicios turísticos will run the guided tours and the local promotion. Many visitors are expected to come to the 90m2 show room and to take part in "around the town" electric pedalling experience.

For Manufacturers
All manufacturers are invited to take part in this 4 and half months summer action, from 20 June until 30 September. Please download the registration form and send it to ExtraEnergy before 15 June to ExtraEnergy.

E-bike makers want 30% subsidy, countervailing duty to go
Press Trust of India / June 23, 2009

Electronic bike makers want countervailing duty (CVD) on the import of e-bike components to be rolled back and 30 per cent subsidy on e-bikes under New and Renewable Energy Policy in the upcoming Budget in order to provide impetus to the industry.

"The government should announce (in the forth coming Budget)some policy support for e-bike industry by withdrawing CVD on the import of spare parts of electronic bike that has hindered the growth of the domestic e-bike industry," Hero Electric CEO Surinder Gill said.

The Centre currently charges 8 per cent CVD on the import of e-bike components. For making e-bikes, firms import motor, battery, and other electronic and mechanical parts from China and Taiwan. Over 55 per cent of components are imported. Also, in order to encourage the use of environment friendly vehicles, the government should provide at least 30 per cent subsidy on the purchase of bike under the New and Renewable energy policy. "Close to 30 countries are giving such subsidies on e-bikes and Indian government should also seriously think over it," Gill said.

The industry also wants infrastructure support in the form of charging stations for e-bikes and parking provisions in the proposed residential and commercial buildings. The industry is confident of selling 6-8 lakh e-bikes in next 3-4 years if the Centre accepts their demands against the present expected size of three lakh e-bikes growing at a pace of 10-15 per cent.

In case you missed this in Bike Europe by Jack Oortwijn...
e-Bike Trend Hits Eurobike

FRIEDRICHSHAFEN, Germany - The e-bike trend which already has a huge impact on the bike market in The Netherlands and is now starting in other European countries, will also hit this year's Eurobike. The exhibition area that Eurobike organizers have allocated for e-Bike makers and suppliers is twice as big as it was in previous years

"More than 50 top brands will be exhibited at Eurobike; all leading e-bike makers will be in Friedrichshafen," says Stefan Reisinger, Project Manager. Visitors will be able to test drive new models in the Zeppelinhalle and at the new area near the East Entrance.

"E-bikes are hot right now," says Siegfried Neuberger, General Manager of Germany's bicycle industry association (ZIV), summing up the mood in the market. In the last few years the e-Bike market grew with amazing speed. Annual sales in Germany at about 100,000 units basically quadrupled from 2005 to 2008. And the sector has already calculated in another increase for this year. Although it's not clear how high the increase will be, experts anticipate another increase of 20 to 50 percent.

For the whole of Europe e-Bikes sales in 2008 are estimated at about 500,000 units. For this year at least a 650,000 - 700,000 unit sales is expected. Because of its high average retail price which stands at about € 1,500 for the whole of Europe, e-Bikes are becoming a real money maker for the industry.

For the long term e-Bikes experts expect the same as what happened with Mountain Bikes which has since the early nineties a huge impact on the market. Gianni Mazzeo, export manager at Biketec; the Swiss manufacturer that became one of leaders on the e-bike market with their Flyer brand, says: "E-bikes have currently reached a market share of around 2 percent of the European bicycle market. We anticipate the same sharp increase we experienced with the mountain bike."
The market is also expected to gain momentum with the new "high-speed e-bike class". These are built with more powerful motors which bring a top speed of 45 kilometers p/h. In contrast to other e-bikes, these models are legally viewed as mopeds requiring European type approval.

Eurobike 2009 takes place from Wednesday through Saturday, 2-5 September. The first three days are reserved for trade visitors, but the event also opens its doors to interested consumers on Saturday, 5 September. Beyond that on Tuesday, 1 September the Eurobike Demo Day will take place for retailers and journalists close by at Argenbühl.

Distribution strategy: the five-step supplier evaluation
How are your supplier relationships? Do your suppliers treat you fairly, or do you feel like the bad seed?
Boone Mortensen -- Industrial Distribution, 7/7/2009 9:20:58 AM EDT

How are your supplier relationships? Do your suppliers treat you fairly, or do you feel like the bad seed? Do you get a call when they need to unload their warehouse? Do they require you to stock too many slow-moving items? Do you have fair pricing? Do your suppliers have so much distribution that your margins are anemic? Do you suppliers sell everybody on the block? Do your suppliers "pull" customers to build your brand and help you make money? If any of the questions above sound familiar, then you may be far overdue for a supplier evaluation. As you know, there are many strategic elements in the supply chain from supplier to distributor to end-use customer. As a distributor, there is nothing more important than making sure there is good alignment through the supply chain. A balanced and effective supplier assessment should include five key categories:

· Strategic alignment/fit
· Protein builds muscle
· Money brands
· Man-up marketing
· People power

Strategic alignment/fit
Are your current suppliers a good fit now and for your future? If you plan to be in business for the next five years or for a lifetime, the right suppliers will help youachieve your goals. All markets, companies and products, for example, have life cycles. A key question: where are your key suppliers in their life cycle versus yours? One 50 year-old company may constantly reinvent its brand while others just sit on their laurels. Do you want a company that fights decline with new or improved products, or one that does not seem to have the energy to keep up?

Companies are like bodies: keep them in shape with a strong core and there is a better chance to resist disease and the effects of aging. Other examples of misfit: Are you a cost-driven, high-velocity company teamed with a value-added supplier? Does your supplier focus on relationships and premium price while you focus on efficiency and low cost? Determine your "distributor/supplier value links." Create evaluation points to measure fit and decide if you have a successful versus a mediocre business relationship.

Protein builds muscle
The brands that you carry have a great deal to do with your strategic goals. Ultimately, brand selection will make you a stronger or weaker company. There are three types of brands: power brands, builder brands and tired brands.

Power Brands. You know them because your customer demands them. They have a "stronghold" on the market-they are the dominate players. DeWalt, Hilti, Honda, Stanley and Bosch are good examples of power brands. Power brands offer a strong customer pull, generally have deep pockets for advertising and promotion, and have history to back up their "brand promise." Distributors may strategically stock power brands to achieve credibility, build a reputation or maintain a leadership position. Common complaints may be the lack of margin or channel conflict. There are strong regional or local brands that fit into this category.

Builder Brands. These are the new kids with great energy and potential. The cost-to-market can be higher depending on the market maturity and their sales and marketing sophistication. The potential of higher costs are generally offset with healthier margins.

Tired Brands. From an evaluation perspective, tired brands are subject to close scrutiny. They are brands with diminished customer demand, few or weak product upgrades and reduced support. If you have stocked them for a long period there is natural attachment and loyalty involved. You know the products well. A niche customer group may prefer them. There is a risk of business loss if you replace them with stronger brands as customers resist the change. The challenge is to evaluate tired brands without emotion. Brands in this category should be evaluated solely on the value they bring.

Money Brands
As the saying goes, "it's all about the money." Do you need brands that provide low revenue or that actually cost you money? The easy answer is no-but there are always considerations. Some brands have strong pull, so you have the opportunity to sell customers other products. Necessary duty. The evaluation is tough and each company should be viewed in its totality with a strong eye on financial performance measures. The value is knowing the real players versus the pretenders. The option for poor performing brands is to consider an exit strategy or use the opportunity to sit down with the supplier and develop a plan to turn the financial picture around.

Man-up Marketing
How strong is your (supplier's) marketing support? The question is what does your supplier provide and do the offers generate sales and bring in customers. The evaluation should include promotions, point-of-purchase materials, product flyers, brochures and other sales aids. Special event support is another metric, but should be tempered with the amount of time and cost incurred by your supplier. Yes, it is their job, but everybody has budgets and there are only so many dollars to go around. If there is value, they will come. The analysis should be broad based and include all value-added marketing programs.

Your evaluation should include price. Did your primary supplier give your competitor a better price so he could steal your business? Is your program volume or function based? Are the volume requirements such that you cannot compete? In the volume game, the big guys always buy better and with better perks. If your program is based on functions, for example tool service or merchandising, the equation is different and there should be an expectation of pricing equity. Either way-or if there is another pricing method-the evaluation is based on your fit as a volume or functional player against future potential.

There is a promotional piece in the price evaluation. Too often under the guise of promotion, suppliers will fill warehouses and drive down the street price. The impact on margins can get much worse when product is unloaded to maintain cash flow or reduce inventory. Promotion has as many meanings as partner and if it smells bad, it probably is.

People Power
The "people" element is so important it deserves its own category. Distribution is a relationship business, so it seems reasonable to evaluate supplier personnel based on relative value. Make your supplier resources part of your team. Include management types, routine contacts (sales and customer service) and others who make a difference.

I'm always surprised at companies that do not cultivate strong supplier relationships. Good relationships can mean the first shot at favorable deals, insider information on products or programs and much more. There are many examples of good sales reps-generally the best-who steered their valued customers away from potential problems. I have personally witnessed situations where knowledgeable reps took a great deal of heat from managers more interested in the sell-in than the long-term relationship cost. There is no fine line about reps being too protective. A general rule of thumb: "If the goods are good, good people will sell them." Do not underestimate the great value provided by professional representation.

Using this five-step method with value links will prevent misalignment and help identify real supplier value. Sticking with a group of solid suppliers is like having an ace showing with three aces in the hole-a winner!

Honda to debut battery powered two wheeler in 2010
Posted: 3 August 2009
by Visordown News

HONDA is planning to debut an electric two-wheeler in Japan next year, Visordown has been told. Tatsuhiro Ohyama, head of Honda's motorcycle operations says the new machine will be powered by a lithium-ion battery, rumoured to be supplied by battery giant Yuasa.
Honda say they will target sales to corporate customers, including postal services and fast food outlets.

Dutch electric bike sales outstripping city bikes

By Richard Peace
(Previously published in Bike Radar on July 28, 2009)

In the Netherlands, sales of e-bikes like the Panasonic Vivi RX-10S are now outstripping conventional city bikes (Panasonic). This year, for the first time, the Dutch spent more on electric bikes than they did on city bikes.

The shift was announced by marketing services company GfK Retail and Technology, which has been tracking sales in Dutch bike shops since 1997.
The change is unlikely to be a blip - in the first three quarters of 2008 sales were reportedly up 52 percent in value and 35 percent in volume. By the end of the year, electric bike sales accounted for 10 percent of the market according to BOVAG, the Dutch dealer association. The forecast had been for 120,000 e-bike sales. In the end, it was nearer 140,000.

The top selling e-bike brands in independent bike shops are Sparta and Batavus, according to GfK, followed by Gazelle and Giant, with Koga-Miyata in fifth place. The cheaper e-bikes tend to be bought in department and DIY stores, but 80 percent of e-bike sales are through dealers at an average price of nearly 2,000 euros.

It's a similar picture across Europe, where e-bike sales for 2008 have been estimated at about 500,000, with an expectation of between 650,000 and 700,000 this year.

"E-bikes are hot right now," according to the general manager of Germany's bicycle industry association, where an increase of anything between 20 and 50 percent for this year is expected.

At the Eurobike 2009 show in Friedrichshafen, Germany, in early September, visitors will be able to test-drive new models. "More than 50 top brands will be exhibited at Eurobike; all leading e-bike makers will be in Friedrichshafen," says project manager Stefan Reisinger.

Light Electric Vehicle Association Networking Dinner at Eurobike

Over 80 members and guests from eighteen countries attended the Light Electric Vehicle Association (LEVA) dinner on Sept. 3, 2009 during Eurobike last week. These international attendees took the opportunity to network and meet their colleagues in the rapidly growing LEV market. The "pay your own way" dinner was held at the brand new Hangar Zeppelin restaurant located between the Zeppelin Hall and the main fairgrounds in Friedrichshafen, Germany.

LEVA executive director, Sid Kuropchak, welcomed the group and LEVA chairman, Edward Benjamin of Benjamin Consulting, spoke briefly. In addition, Annick Roetynck of ETRA (European Twowheel Retailers' Association) reminded guests of the upcoming meeting on Sept. 5th regarding the updating of EU Regulations and Hannes Neupert explained the efforts to date of EnergyBus.

Industry to Consult with European Commission on e-Bike Legislation

FRIEDRICHSHAFEN, Germany - At a busy meeting that took place last Saturday at Eurobike, the first steps were made to lobby for better European regulations for 2 and 3-wheeled Light Electric Vehicles (LEVs). Some 70 delegates from about 50 companies, representing an absolute majority share of the e-Bike business in Europe, attended the meeting.

The objective of the meeting organized by the European Twowheel Retailers' Association (ETRA), in cooperation with the Light Electric Vehicle Association (LEVA), was to get an answer to the question whether the E-bike industry wants to enter into a dialogue with the European Commission on establishing more appropriate regulations for electric bikes, 2 and 3-wheeled LEVs, than what is currently in place. The participants of the meeting unanimously answered "yes" to this question.

The second question put to the assembled representatives of e-Bike manufacturers as well as e-Bike component makers, was whether the participants wanted a change in the current legislation as a result of which they currently stand at 250 Watt (motor limit) and 25 km/h speed limitations for pedelecs - electric bicycles. The meeting voted almost unanimously for a change of legislation.

The third question was on who should initiate talks with the European Commission on a change of legislation. The meeting unanimously mandated ETRA to start up discussions with the European Commission on creating better regulations for e-Bikes, 2 and 3-wheeled LEVs.

As the European Commission wants to issue a first draft on the review of type-approval for among other things, e-Bikes, 2 and 3 wheeled LEVs in December of this year, ETRA is planning the next meeting already in the second half of September in Brussels. The main topic will be how to change and improve the existing legislation. LEVA will organize a parallel meeting for the American and Canadian industry on Friday 25 September at the upcoming Interbike Show in Las Vegas, USA while a meeting for the Chinese industry could take place in Beijing, China mid October.

For practical reasons, companies that want to participate in one of the three scheduled meetings are requested to register in advance with the ETRA-secretariat: tel. +32 9 233 60 05, E-mail etra@pandora.be.

Sign Up for Interbike LEVA Dinner and Seminars! Hold the date Sept. 24th in Las Vegas. Less than two weeks away!

coming in and asking for them, attend this conference to hear:
* industry experts talk about the do's and don'ts of making the sale on your showroom floor
* how to get your service department to love electric bikes
* how to conduct test rides that really sell the customer
* how to get your customer to part with his money and how to make money and have fun doing it!

How to Trouble Shoot and Repair Electric Bikes in Three Easy Steps sponsored by the Light Electric Vehicle Association (LEVA)
Time: 4:30 - 6:00 pm on Thursday, Sept. 24, 2009
Location: Casanova Room 505
Presenters: Justin Shniderman, Service Director, Currie Technologies

September 21, 2009

Greetings everyone!

We are compiling a directory of ebike and pedelec laws that we will, once it is ready, post as a digest on our website. Please send me any information about the regulations in your markets (geographically) regarding LEVs. Light electric vehicles are defined as battery, fuel cell, or hybrid-powered two-or-three-wheel vehicles generally weighing less than 200 pounds (100 Kg). Please email me your information at sidneyk@levassociation.com

We are headed to Interbike this week with lots of exciting things happening that the Light Electric Vehicle Associaton is sponsoring: our networking dinner on Sept. 24th, two LEV seminars on selling and servicing LEVs, and the North American representative meeting regarding input into the EU electric bike regulations in conjunction with ETRA on Sept. 25th. (http://www.etra-eu.com).

I will also be closing out the LEVA survey on September 30th that was sent out August 27th. You still have about a week to respond.

Review European Regulations Electric Cycles - Update from Annick Roetynck of ETRA
The next meeting of the European Motorcycle Working Group was scheduled for 26 November 2009. The Commission has now postponed this meeting but has not yet set a new date. We expect the meeting to be held before the end of the year. As a result, we can only plan our next meeting when we know the date of the Working Group meeting. We will keep you informed.

On 30 September, ETRA has submitted to the European Commission proposals with a view to achieving better regulations for electric cycles. You can find all the details on these proposals here at http://www.etra-eu.com/newsitem.asp?type=3&id=7933772.

The proposals have been developed by companies and organizations from the electric cycle industry. To date, some 60 companies and organizations from all over the world have explicitly stated their support for the proposals.

Your company/organization may not be on this list yet. We hope that you will help us achieving better regulations for electric cycles in Europe by sending us a confirmation of your support. All you need to do is to complete the statement below and mail it back to etra@pandora.be .

Upon receipt of your confirmation, we will add you to the list of supporting companies and we will keep you informed on this issue.

Your support is vital to us since we need to show to the European Commission that the proposals are backed by a very large part of the electric cycle industry. Please forward this mail to any colleague you may deem interested.

In case you disagree with the proposal, then it would be very useful to us to learn more about your views.

With a view to reaching an agreement on such a proposal, LEVA had called a meeting of industry concerned on Friday 25 September in Las Vegas, whilst ETRA called a meeting in Brussels yesterday. The industry in Las Vegas voted for an increase in power from 250W to 500W and an increase in maximum unassisted speed from 25 to 32 km/h. After a lengthy and detailed discussion, the industry at the Brussels meeting voted for the option to focus on an increase of power only. Since the current speed limit for low performance mopeds is 25 km/h, the Commission could be reluctant to allow a higher speed for electric bikes.

However, the industry in Brussels did not only focus on the desired specifications for pedal assisted bicycles to be excluded from the type-approval. The 18 participants, representing 14 companies, also worked on a consensus on the definition of two new categories to be introduced in the type-approval.

For cycles with pedal assistance not excluded from the type-approval, ETRA proposes the following definition: "Cycles with pedal assistance which are equipped with one or more auxiliary electric motors having a combined maximum continuous rated power not exceeding 1 kilowatts, of which the output is cut off as the vehicle reaches a speed of 45 km/h, or sooner, if the cyclist stops pedaling."

ETRA also proposes a new category for open throttle electric cycles and for low-performance mopeds, defined as follows: "Cycles and mopeds with one or more electrics motor of combined power not exceeding 1 kW and a maximum design speed not exceeding 25 km/h."

The full text of the motivated proposal is below in the link to the ETRA website. ETRA needs as much support from the concerned industry as possible. If you are in agreement with the proposal and you accept to support it, then ETRA asks you to complete the line below and send it to etra@pandora.be .

Our company ............................ (name of the company), represented by .............................. (name of the representative) ............... (position of the representative) is in agreement with the ETRA proposal for the modification of the rules in Directive 2002/24/EC governing electric cycles and mopeds and therefore supports the proposal.

If you officially confirm your support by E-mail, your company will be added to the list of sixty (60) supportive companies attached to the proposal for the European Commission.

LEVA Member Club Car Announces First Low-Speed Passenger Vehicle!

AUGUSTA, GA (November 4, 2009) - Club Car announced that its first street-legal low-speed passenger vehicle will begin shipping this week, giving businesses and consumers time to take advantage of federal tax credits that amount to nearly 50 percent of the suggested retail price for the new Villager 2+2.

The zero-emission LSV from Augusta, Ga.-based Club Car carries up to four passengers and builds on the Villager's history of providing dependable, energy-efficient transportation for thousands of businesses and consumers worldwide.

Customers have until the end of the year to take advantage of a federal tax credit - based on the Energy Improvement and Extension Act of 2008. The credit is equal to the sum of the base credit of $2,500 plus $417 for each kilowatt hour of battery capacity in excess of four kilowatt hours. For those who qualify, the credit would amount to $4,168, almost half the base price of the $8,876 Villager 2+2. Some states have additional tax credits that can lower the purchase price further. The credit amount is scheduled to reduce to a minimum of 10 percent of the MSRP as the end of 2009. Read the full article at:

LEVA Corporate Member Fairly e-Bikes Passes EN15194 Testing!

NSB (National Standards Boards) publicly announced the EPAC/EN15194 (Electronically Power Assisted Cycles) standards on April 30, 2009. The content of these standards includes technical specifications and testing procedures. The Ute e-bike, produced by Fairly for its European customer Kona, passed SGS EN15194 certification at the end of 2009, which was a first in Taiwan. Samples of the Ute e-bike were displayed at this year's Eurobike and Interbike shows, and it is expected that large-scale shipments will begin in January 2010. The new EPAC standards are much more complex than the previous CEN standards, and include the three main items of EMC (Electro Magnetic Compatibility), safety regulations, and mechanical characteristics. Of these, EMC standards are especially difficult to pass.

LEVA Membership Update
Newest joint LEVA-ETRA members: Yike Bikes, Dahon, OHM Cycles, Giant, Clean Mobile, Velomobile and Wisper. New corporate LEVA members are GreenPedals, Best Buy and renewals from Currie, Fallbrook Technologies, and ELV Motors. Thanks for your support!

Why you should be a joint member of LEVA and ETRA!
ETRA is lobbying the European institutions for more cycling-friendly policies, organizes promotional actions to make people at the European institutions better aware of the cycling potential and assists retailers throughout Europe in tapping on that potential. By becoming an associated member of ETRA you allow us to expand these activities which, ultimately, grow your market.

For companies active in the field of electric cycles, the membership fee includes ETRA associated membership as well as LEVA membership. LEVA is the global association for light electric vehicle companies that offers you a platform for networking, establishing contacts and expanding your business. The LEVA membership is currently working on performance standards and definitions; special studies and reports; surveys; and promotional opportunities, all with the goal of promoting a favorable operating environment. Any LEVA fee you have paid in 2009 will be deducted from the above-mentioned fee and your membership will be extended for a year starting on the day of payment of the ETRA fee.

Further information on ETRA's plans for the European future for cycling? In "The European future for cycling" and "ETRA's lobby agenda" you will find full details on ETRA's planned activities for 2010. The annual fee for companies with up to 10 employees is € 1,500, for companies with less than 100 employees € 3,500 and for companies with 100 or more employees € 5,000, which again includes LEVA membership.

Taipei, March 17 (CNA) 2010 Taipei Cycle -- the world's second-largest bicycle trade show opened this past Wednesday at the Nangang Exhibition Hall of the Taipei World Trade Center. This year's exhibition is the largest ever, with 894 exhibitors from 36 countries occupying a total of 3,018 booths, according to Taiwan External Trade Development Council (TAITRA) Chairman Wang Chih-kang.

The number of exhibitors is up 17.3 percent from last year's show and the number of booths has risen by 4.5 percent. There are three main exhibition areas: the bicycles zone, the parts and components zone, and the light electric vehicle (LEV) zone. This year, the number of exhibitors in the LEV zone is double that of last year.

The LEVA dinner was held March 18 and was a huge success with 65 members attending. LEVA Founder, Ed Benjamin, and board member, Eddie Eccleston, both addressed the group regarding the state of the LEV industry, joint LEVA and ETRA memberships, and the upcoming Intermot Trade show featuring LEVs, as well as individual introductions.
