Need help rewinding Turnigy RotoMax 50cc to 35kv

Hi Everyone,

I am looking to build a small Hub Motor that would fit an 8" wheel. This means the outer diameter of the hub motor should not exceed 80mm.
I need to wind the motor to ~35kv so at 29.6 (8s) it would run at 39 kph.
Found this outrunner which I can modify to become a hub motor.

Few questions;
a) What winding should I do to get 35kv?
b) At the above winding, what would the estimated output power be at 30V?
