This is really the ultimate wheel drive system for either a single speed or using a Sram 3 speed hub as far as a strong, most efficient, highest quality with the least run out and low maintenance. Sir: Your Committee on Transportation, to which was referred H.B. No. 557 entitled:
"A BILL FOR AN ACT RELATING TO TRANSPORTATION,"begs leave to report as follows:

The purpose of this bill is to increase the use of alternative means of transportation by including bicycles powered by an electric motor in the definition of "bicycle," thereby allowing the use of electric bicycles on Hawaii's streets, sidewalks, and multi-use paths.

The Representative of the 11th Representative District and several concerned individuals testified in support of this bill. The Department of Transportation supported this bill with amendments. The Department of Transportation Services of the City and County of Honolulu (DTS) testified in opposition to this measure.Hawaii is very dependent on imported oil for its energy needs. Encouraging different modes of transportation that uses alternative energy can help to reduce oil dependence. Although bicycles are currently allowed to be operated on various types of pathways such as roads, trails, and sidewalks, bicycles powered by means other than human power, such as by an electric motor, are currently not allowed to be similarly operated. Allowing these types of vehicles may result in increased usage of this alternative means of transportation.

Your Committee understands the safety concerns raised by DTS as to the speed these vehicles may travel, especially on sidewalks and paths used by pedestrians. However, your Committee encourages further discussion on this issue as the bill makes its way through the legislative process.
As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of H.B. No. 557 and recommends that it pass Second Reading and be referred to the Committee on Judiciary.

i have no doubt that all the states will eventually be forced to fall in line allowing ebike legislation.
the king of the world, or at least the duke of the western hemisphere has proclaimed that there are too many little people clogging up the roads.
they need to be forced out of their cars to open it up for the noblese, u can put money on it to pass.
 
It did NOT pass last year.
I wrote this years Bill HB557 with the addition of the buss rack specs from last years recommendations.
Times ARE changing and some political views may too at some point. We will see!
These are my thoughts to this comment.

It can also be said for a fact that since a healthy person can exert more power and go faster than these electric bicycles,It can also be said that: On any regular bicycle with human power a rider can break any bicycle law just as easy by speeding on sidewalks or paths. To change a law to say that the electric bicycle rider is not as law compliant as a fit human on a regular bicycle on sidewalks or paths is not a good idea considering the control will be the same! Control is up to the RIDER not the vehicle. In the same way that car drivers have the same laws as motorcycle drivers and they both need to abide by the same laws. It is the responsibility of each driver to obey the law no matter how fast the vehicles Can go. ALL bicycles weather equipped with a small assist motor or a all human powered bicycle in most of the US States the laws provide bicycle riders have to the same laws as well as registration. With some exceptions of gas motors on bicycles, in which gas motorized bicycles are eliminated by the definition of "electronic motor" in Bill HB557.
 
i guess i should qualify that by 'it' i mean the vanilla 750W/20mph, pedals, no clutch definition of an ebike will ultimately be the one uniform law thru out the realm.
if ur aiming for something more ur only spinning ur wheels.
perhaps with a dumptruck full of money & even then it would be slim odds.

anyway that's my prediction.
there'll be debate, multiple revision, & 3-card monty style slight-of-hand to make it look like they're earning their money but it always magically ends up being the same everywhere.
look at the no-smoking legislation how it sweeps from town to town across the continent with virtually identical wording.
the pleebs have to do what the king orders.
 
This is a copy of Bill HB557 that has passed 3 readings so far. Bill HB557 reads: electric motor that produces less than one and one-half gross brake horsepower and is capable of propelling the vehicle at a maximum speed of not more than twenty-five miles per hour on level ground;
California's law is a motor of not more than 1000 watts. This can differ if the motor draws 1000 watts and it is 75% efficient plus drive train losses. = about 750 watts or 1 gross horsepower.
1000 watts of gross horse power is close to a 1400 watt motor in most cases. We can use the torque for hills here in Hawaii and control the flatland and down hill speeds just like a bicycle rider, or a car driver that has speed limits. We will see what happens next! lol

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF HAWAII:

SECTION 1. Section 291C-1, Hawaii Revised Statutes, is amended by amending the definition of "bicycle" to read as follows:

""Bicycle" means [every]:

(1) A vehicle [propelled solely by human power] upon which any person may ride, having two tandem wheels, and including any vehicle generally recognized as a bicycle though equipped with two front or two rear wheels except a toy bicycle[.]; or

(2) A vehicle upon which any person may ride that has two tandem wheels, including any vehicle generally recognized as a bicycle even if equipped with two front or two rear wheels and an electric motor that produces less than one and one-half gross brake horsepower and is capable of propelling the vehicle at a maximum speed of not more than twenty-five miles per hour on level ground;

provided that only bicycles meeting the following general specifications shall be allowed to be transported on buses used in public transportation systems: wheel bases not longer than forty-four inches; tires that are not more than 2.3 inches wide; wheel diameters of twenty inches or larger; and a total weight of not more than fifty-five pounds."

SECTION 2. Statutory material to be repealed is bracketed and stricken. New statutory material is underscored.

SECTION 3. This Act shall take effect upon its approval.
