I *think* "reported" means the Bill has now been "blessed" by the Transportation Committee and now gets referred back to the full Senate for what may be just a formal approval...

BUT, if the Senate process amended anything about the legislation, Senate and House have to do more "Conference Committee" negotiations...

I run >10x the '750W' power limit in NY, and greatly exceed the 20 MPH speed limit. Never had any problems.

Fake pedal and you're good to go. It's just a kid on a bicycle, so everythings fine.

No wonder nothing ever gets done ...
Been 5+ years ... so far, it finally might get passed, by Senate?
But it was "edited".
(Unedited version has been passed, almost unanimously by the assembly, every year!
But some Senator want's to claim credit for the bill so he had to "edit" it to get his name on it! )
So it still has to resubmitted, back to the Assembly ... then the Governor ...

ß 2. Reading of bills. a. Every bill shall receive three readings previous to its being passed.

b. Upon the third reading of a bill, the question upon its final passage shall be taken immediately thereafter; provided, however, that any bill may be committed prior to the final reading thereof.

ß 3. Third reading calendar. a. The Calendar of bills on the order of third reading shall consist of all bills which have been advanced to a third reading from the order of second report or the order of special report.

b. All Senate bills, when advanced to a third reading shall be referred automatically to the Jacketing Clerk, who shall cause each such bill to be readied for final passage in the same form as the last printed copy there-of. All such bills shall be jacketed with the proper jurat for certification of final passage attached.

I imagine handlers for Senators don't pay too much attention to emails from folks outside of their own jurisdictions, but what if expressions of support from these "interlopers" were Senators from other States? Mayors for large cities that were ebike friendly (thinking San Francisco here, for example:)

Today the Senators struggled through a butt-busting session that lasted just over one hour!

About 35 minutes of this time was spent in a meet and greet for visiting military folks from the 10th Mountain Division, Fort Drum, and celebrating Military Appreciation Month in the USA (funny, I thought for my American cousins every month was military appreciation month! :) )

Great opportunity as photo-op for the Senators with patriotic constituents I guess...

Turns out the military (Fort Drum) is the largest employer in northern New York, so I guess this works on many levels. :)

Then Senator Hassell-Thompson spoke for seven minutes to reiterate two resolutions of hers, already passed... Resolution J.4787 congratulating the Mt.Vernon High School girls track team on capturing the NYS indoor track and field championship, and
Resolution J.4789 congratulating the Mt.Vernon High School boys basketball team on capturing the NYSPHAA Basketball championship....

Senator Griffo talked for five minutes in celebration of the bi-centennial of Hamilton College...

Finally, about six minutes were spent at the end of the session to plow through their "Active List" for the day, about 14 items from their To-Do list of over 400 items:

BILL NUMBER:S525A

TITLE OF BILL:
An act to amend the general business law, in relation to itinerant vendors

PURPOSE:
To clarify which products may not be sold pursuant to § 3B of the General Business Law, so as to make its provisions more enforceable. Specifically, the bill establishes that no itinerant vendor, except for a manufacturer, an authorized manufacturer's representative, or
an authorized distributor, shall offer for sale baby food, non-prescription drugs, cosmetics, or batteries.

SUMMARY OF PROVISIONS:
§ 1 - Amends § 38 of the General Business Law to specifically define the following items -- baby food, non-prescription drugs, cosmetics, and batteries -- as products that may not be sold in flea markets unless sold by a manufacturer, an authorized manufacturer's representative, or an authorized distributor.

§ 2 - Effective date.

JUSTIFICATION:
The itinerant vendor statute, which was adopted as Chapter 2B2, Laws of 1995, was originally enacted to curtail the sale of certain perishable, high-theft items through flea markets. The 1995 law focused on baby foods and over-the-counter drugs, as these were items that professional thieves were targeting to resell through flea markets and were products that were compromised when exposed to sunlight and heat.

The need to tighten the definitions in General Business Law § 3B were brought to light when law enforcement officials in central New York encountered difficulties in halting the sale of stolen,
non-prescription drugs because of the ambiguous definitions contained in the current law.
The proposed bill will tighten the current statute by redefining baby foods and non-prescription drugs. It will further expand the statute to prevent the sale of cosmetics and batteries by itinerant vendors, as these products have become high-theft items among those engaged in
organized retail theft and because many cosmetics are similarly affected by exposure to sunlight and heat and thereby pose a health risk.

The illegal activity this bill aims to thwart differs from shoplifting in that shoplifters typically steal single items for their own use, whereas this bill addresses the multiple theft of products by career criminals who steal primarily to sell the stolen goods. These crimes are often committed to support other illegal activity involving drug use. Baby foods, non-prescription drugs, cosmetics and batteries are attractive to these criminals because they are small, easily concealed, and relatively expensive items. Prohibiting the sale of these products in flea markets will close an important outlet to these criminals, thereby making their theft less desirable. The public health concerns addressed by this bill and the need to support law enforcement efforts warrant passage of this measure.

PASSAGE OF BILLS
§ 6. Final passage. a. Prior to the reading of the third reading calendar of any given day, the Temporary President may file with the Journal Clerk an active list of bills on the third reading calendar which may be acted upon on that date and he or she may lay aside any bill upon which no final action may be taken, provided however, that no bill shall be so laid aside for a period exceeding five calendar legislative days. Such active list shall be published by 8 p.m. the previous evening or within two hours following the end of the previous days' session, whichever is later.

THE TEMPORARY PRESIDENT
Section 1. The Senate shall be the judge of the elections, returns and qualifications of its own members and the Senate shall choose a Temporary President, by resolution adopted upon the vote of a majority of the members of the Senate elected, who shall be the majority leader and who shall preside, or designate some other member to preside, in case of the absence from the Chamber or impeachment of the Lieutenant Governor, or when he or she shall refuse to act as President, or shall act as Governor. The temporary president may not serve in such capacity longer than eight years.
