Should I buy used batteries on eBay?

I’ve been seeing tons of used cells on eBay from Panasonic and a123. Alarmhookup has quite a few different configurations removed from medical and military applications as well as individual 18650 cells. They have thousands of reviews and a high seller rating. Does anyone have any experience with this? Thanks a lot!
 
Its very hit and miss. You dont know what you are ending up with. I prefer to play it safe for road going things but stuff like stationary power banks and stuff is total fair game. Cheaper is better.

$1.6 a cell and they're Panasonic NCR18650, 2700mAh kind. I think 8A max.

Most will be down to around 2.5-2.8v but I got one pack around 1.9V per cell... they all charge up fine. No issues with mine. I've ordered 7 packs! Amazing buy!
 
why bother with stripping packs when you can buy them new from a reputable source for a few cents more?
