No shorts between outside and inside legs of any fets. It must be something else.

I have a brainpower controller. It was working and now it isn't. It still outputs 5v, and I measure 9 Ohms resistance between neutral and all three phase wires, but OL between live and all three phase wires. There is no continuity at all across all six measurements, so no short. Is this...
