Wouldn't it be simpler to design a circuit that when a set of cells goes below a certain voltage, it just shorts those cells out?
You could get energy out of the rest of the pack while those cells were dying.
You'd have to replace the dead cells and eventually they would all have the same...

Ackerman shouldn't be a problem because both wheels will turn about the same point. The axle will be in line with that point. If you are turning about a 10 foot circle, the axle will point at the center of that circle and both wheels will be perpendicular to the circle.
