I have a very similar issue. I am very new to this, I don't claim to know what I'm talking about. Have you checked the resistance on each of the hall sensors. Shucks, I may even have that wrong. But on the motor I'm working on, one of the wires reads 250 ohms vs the other two reading mega ohms...
