Is this tire still good or ready for the trash?

I bought 2 new 26 x 1.95 Fincci Fincci Slick 26 x 1.95 53-559 Foldable Road Tyre - Buy in Online Shop to replace the horrible 26 x 2.0 knobbies that came on my Raleigh M80. I heard some squeaking noise and found that one of the brake pads was rubbing on the tire which worn through the entire circumference, exposing the cord underneath (rubber dust all over). Is the tire safe to ride on or should I replace it? Tire has less than 100 miles on it. I'd hate to spend $55 for a set of 2 when I only need one.

This one is tough, the cords provide most of the support to the tire in that area, so as long as they aren't too worn themselves, things might be allright.

On the other hand, what's the cost of an unexpected tire failure and the resulting injury at speed? it's a lot higher than a tire.
I would buy a new tire in this case to be 100% sure.
 
I have a can of soup with a expiration date of 2000. Is soup still good or ready for the trash?

Why not buy 1?
Mine were bought from Amazon.com sold in sets of 2 only AFAICT.
 
Always good to have a spare. Or fire up the internet and shop for 1.
I ordered a set of 2. Now I'll have a spare that I will probably not need for a looong time. Should I unfold the spare for storage? I think keeping it folded for years and years is NOT good for the tire.

I unfold them, especially if they're folded/looped incorrectly or have a wire bead.
