    You can use a psu with a lower voltage just to see if behaves shorted.

    What size are the tires? I've found most of the smaller size scooter tires have horrible rolling resistance. You should keep them at the maximum pressure (or even a little higher).

    Most geared hub motors have a freewheel built in, but finding one that would fit might be hard. The drag might be from the brakes or from the controller trying to regenerate. You might try disconnecting the motor from the controller and see if the drag improves.
