    need help with controller

    I can't seem to be able to turn on this controller. I've applied 36v pos and neg to red power cable and black cable (I checked it with multimeter ), but the voltage between throttle cable red and black is 0v. is the controller defective or I need to more steps to turn it on ? :?: :?
