24v vs. 36v

ok so i have my own built ebike. right now it is 36v with a 12" wheel. i would like to put a 20" wheel on it so i can pedal too. would there be a big difference in power or mileage or anything like that? it goes 20 mph max with the 12" wheel and 36v. and will go about 23 mph max with the 20" wheel and 24v. will there be a drop in efficiency or anything like that? i have a 1000 watt controller right now that is only 36v. i plan to test it with a 24v controller i have that can max 30 amps. if everything sounds good and works good i'll buy a 1000w 24v controller. let me know what you think!
