You *may* not want to use those packs again if the cells have dipped below a safe voltage of roughly 2.5V. The first thing I would do is check each cell groups voltage. A 36V Lithium Ion pack is usually made up of 10 cells in series, so there will be 10 groups to check. I cannot tell from the photo, but there is usually a plug on the BMS board with all the balance wires from each group you can check.
