6s bms faulty?

Hi all,i have a 24v nicad clansman prc-320 radio battery that i converted to 1860 lithium ion colalt cells,i used a 6s bms,it worked except the lvc didnt work so it killed the cells,i have a new bms and cells,how can i test to see if the low voltage cutoff is working?,i have 2x 0-40v lab cc/cv psu's,also is there any order to connect it up,ie do i star with b- then b1 b2 b3 etc balance wires or b+ first etc?,cheers.
