Just buy an m12 bolt with a nut, that is what I have. The space between the two dropouts is 197mm, add 10mm for each dropout hole and 20mm to secure the nut.

Yes but you can have a bolt with a head on one side so you would only need 1 thread.
You can measure your dropout thickness to be sure about the 10mm but I would rather have too much thread than too little. I have a steel bike (100kg incl. me) and steel axle, the thread rests on my dropout on one side and has caused no harm so far.
