Sneaky ebikers. Far safer to risk the lives of the young/old/disabled on the sidewalks rather than their own lives in traffic. (Apparently a 400lb north american on an antique pedal-only bike is O.K.)

Liu Yun-chu, an official at the Road Traffic Safety Commission was quoted in a local newspaper as saying that Taiwan has the world's highest traffic accident fatality rate -- 17.5 deaths per 100,000 people -- and 60 percent of the deaths were from motorcycle accidents.

Nah nah! Your country has more accidents than ours!
 
In asia, electric bikes are the scooter looking things that dont need pedals. I can see where the law is coming from as I nearly got hit a few times earlier this year. They go 60km/h, are silent and constantly run without lights at night. Dangerous as frock.

Taiwan's Ministry of Transportation has ruled that riders of electric bicycles must wear helmets. The new law comes into force on July 1st

Department of Railways and Highways official Michael Tsao “We have received complaints of people can riding motorcycles without helmets. The fact is, they were riding electric bicycles."

He added: "It is difficult for people to tell the difference between an electric bicycle and an electric motorcycle – they look so similar.”
