controller wiring... Do I need an ignition switch?

Hi there,
Got a replacement controller I'm trying to wire up without any instructions. It's different and can't seem to get it going so hoping someone here can point me in the right direction. It's a greentime 48v 1000w controller and the diagram and picture I found seem to match.

I'm wondering if my problem is because I have not connected the Pink & Red wire plug "ignition switch" to anything. Reason I'm hesitant to loop them is when I check voltage across these wires I get full voltage 56.4v. Worried they willl arc out as I suspect one is positive and other negative since I'm getting a voltage reading.

Can someone please assist?

It won't ever turn on if you don't turn the ignition on. Simple as that. Either short them out or wire them to a switch.
 
The voltage on one end seems too high for me. Don't worry about the other one which is not connected and shouldn't have any read. You can test it by quickly short the two wires with an ampere meter connected and the motor on. If the current is small compared to the motor, very likely you can just connect a switch or short them without any problem.
