Sorry I didn't know, it was my first time using this site. I did not want to waste anyone's time as I had solved the problem.

Here is what I had written:

Hi, I have your C/A V3.15 and erider t17 torque sensor kit.
Everything installed well, both the rotation P & D icons are working and the torque sensor shows a voltage increase when pedal is pushed on.
The problem is the assist only to works when turning the pedal 2/3 rotations (like cadence) and goes to full 60kph.
Putting any amount of pressure on the pedals makes no difference regardless of what "start human watts" are set to.

I solved the problem by installing V3.2b3 firmware. This allows the torque sensor to be used solely without cadence. Perfect for starting on step hills.
