Any one know if there is a minimum speed a car needs to go? Not Low-speed vehicle (LSV). Regular car designed to travel on all roads.
 
States will have specific regulations for Slow Moving Vehicles and signs (SMVs).
 
I don't know the specifics of each state or country, but, in Florida we are supposed to use emergency flashers whenever driving more than 5 mph below the posted limit. and tractors or other slow vehicles have a reflective triangle which MUST be displayed on the rear end of the vehicle. Also all Interstates have a minimum of 45 mph steady speed at all times. And there is a "Moving vehicle citation" (Ticket) from the traffic police for "Driving too slow / restricting traffic flow." The "Neighborhood Vehicles" which are limited to 25 mph (Like golf carts) are also limited to roads with a maximum speed limit of 40 mph. And are generally not permitted even to cross over an intersection with a road posted for 45 mph and above. One is permitted to Limp home if not damaging the roadway, or drive more slowly in bad visibility (with headlights and taillights on) like rain, snow, fog, or heavy smoke.
